According Reliable source, 232's OOR is not like you said to "build more for sell". It is because in 2006, there were about 40 pieces 232 were not sold to the market and those watch ...

I've read on news** long ago interviewing Panerai's chief mentioning those OOR watches. His explanation was after they have sold 1836 pieces, they have received tons of requests from some of their long time fans so they made an extra of 40pcs of OOR version to fulfill their requests.
Imagine, how come 40pcs not sold in 2006? It sounds a bit strange for not being sold on their SEs...... only those "investors" all over the world can easily buy them out.
